Digital Product Passport: Costs and Business Value

How much does the Digital Product Passport cost—and when will the investment pay off? A reliable answer cannot be derived from a software price alone. The key factors are product diversity, data gaps, supply chain depth, existing systems, and the desired level of automation. Management should therefore approach the DPP as a transformation project with compliance objectives and a measurable business case.

What are the costs associated with the Digital Product Passport?

 

The ESPR is a framework regulation. Specific mandatory data requirements will only be established through product-group-specific legal acts. Budgets should therefore be approved based on the actual impact rather than on blanket DPP deadlines. 

 

Every cost estimate should include four cost categories:

 

Readiness and Design: Regulatory analysis, portfolio mapping, target vision, and data gap analysis.

Data and Supply Chain: Procurement, verification, and ongoing updating of material, environmental, and supporting data.

Technology and Integration: Data model, PIM/MDM/PLM, interfaces, identifiers, data storage media, and DPP service.

Operations: Hosting, quality assurance, support, training, governance, and adaptations to new legislation.

 

The CIRPASS study also identifies project management, certification, consulting, and staff training as relevant cost components. A one-size-fits-all cost figure is therefore not reliable; it makes more sense to establish a pilot budget for each product and complexity class.

 

Here’s how the DPP project should be organized


The executive sponsor should be a member of senior management. Operational responsibility is assumed by a DPP program manager overseeing five work streams: regulatory affairs, product data, IT architecture, supplier management, and operations and service.


A steering committee decides on the target vision, budget, risks, and scaling. Business units remain responsible for their source data; a central data owner defines quality standards, approvals, and verification. This organizational structure prevents the DPP from being treated as a purely IT project.


Implementation takes place in three phases: readiness and roadmap, piloting, followed by integration and scaling. A phased approach reduces misallocated investments as long as individual data requirements have not yet been finalized.

Mandatory costs are weighed against avoided compliance risks, process savings, and validated revenue from services or circular economy models.
